Clearinghouse for English Language Acquisition & Language Instruction
Educational Programs (NCELA) http://www.ncela.gwu.edu/
Authorized under the No Child Left Behind Act of 2001, The NCELA
collects and analyzes data on language instruction programs for
limited-English proficient children. Links to statistics,
classroom practices, and more.

Proposition 227
About Proposition 227 -- The 1998 voter-passed initiative in California mandating children who are "English learners" (formerly called "limited English proficient") be placed in sheltered English immersion programs rather than bilingual programs:
