English Learners :  Language and Culture in Education
A list of links from the California Department of Education about "Programs for English Learners," including information about "Bilingual Teacher Training Programs in California" and Proposition 227.

National Clearinghouse for English Language Acquisition & Language Instruction Educational Programs (NCELA)
Authorized under the No Child Left Behind Act of 2001, The NCELA collects and analyzes data on language instruction programs for limited-English proficient children.  Links to statistics, classroom practices, and more.

Recursos para la Enseñanza y el Aprendizaje de las Culturas Hispanas (REACH)
For Spanish teachers:  To help in the teaching of Spanish and Hispanic cultures to bilingual Latino students.
For Spanish-speaking students in the US: 
To aid in the development of their communicative abilities in Spanish, and their appreciation for Hispanic cultures in the US and the rest of the world.
For the public in general: 
To offer access to a variety of useful reference information on the language and Hispanic cultures.

Proposition 227

About Proposition 227 -- The 1998 voter-passed initiative in California mandating children who are "English learners" (formerly called "limited English proficient") be placed in sheltered English immersion programs rather than bilingual programs: 

Effects of the Implementation of Proposition 227 on the Education of English learners, K-12 : Findings from a Five-Year Evolution : Final Report (2006)
A report produced by the American Institutes for research (AIR) and Wetted for the California Department of Education, and mandated by the state legislature, to determine the effects of the proposition.

University of California's Linguistic Minority Research Institute (CU LMRI)
Disseminating research findings to researchers, educators, and policymakers on educational issues affecting linguistic minorities, as well as racial and ethnic minorities, and immigrants.
